What you need (even though they're obvious):

Teddy Grahams

M&M's

Rectangular mini chocolate candies (twix, almond joy, heath, hershey's minis all work)

Chocolate icing

Knife

Toothpick

Use the knife to cut the M&M for the steering wheel in half, and the toothpick to put the icing in the correct place to stick the steering wheel and wheels down.
